Job Vacancy in CARE Indonesia: Internal Auditor

CARE International Indonesia is implementing a five year Recovery Programme
in the Tsunami affected areas of Banda Aceh, Aceh Besar, Aceh Jaya and
Simeulue called Beudoh. The programme includes transitional and permanent
shelter construction, comprising community facilities and basic
infrastructure, sustainable livelihoods development, and disaster
prevention. Care International Indonesia has also implemented several relief
programmes in the four districts since January 2005. CARE International
Indonesia is presently seeking the following positions



INTERNAL AUDITOR (for Aceh Tsunami Response Program)

Job Purpose:

1. Conducts audits for management to assess effectiveness of internal
controls, accuracy of financial records, and efficiency of operations.

2. Examines records of departments/sectors and interviews workers to
ensure recording of transactions and compliance with applicable donor
regulations. Inspects accounting systems to determine their efficiency and
protective value.

3. Reviews records pertaining to material assets, for example vehicles,
equipment and buildings, to determine degree to which they are utilized.

4. Analyzes data obtained for evidence of deficiencies in controls,
duplication of effort, extravagance, fraud, or lack of compliance with laws,
donor regulations, and management policies or procedures. Prepares reports
of findings and recommendations for management.

5. Conduct special studies or investigations for management, for
example to determine mechanics of detected or suspected fraud, and to
develop controls for fraud prevention.

6. Audit CARE records to determine CARE compliance with GoI tax
requirements, labour laws, etc.

7. Prepare for, and facilitate work of, external and/or donor auditors
as required.

RESPONSIBILITIES AND TASKS:

1. Develops audit plans and performs initial and follow-up audits in
accordance with professional standards
2. Evaluates audit findings; Prepares and presents the results of audit
work and recommendations to management in the form of oral and written
communications.
3. Coordinates and interacts with program coordinators, program
leaders, ACDs, CC internal audit, external auditors and law enforcement
agencies, as needed.
4. Consults with and advises program leaders, program coordinators,
compliance unit and staff on operational and administrative issues.
5. Keeps abreast of CI and donor policies and procedures, current
developments in accounting and auditing professions, and changes in local,
national laws, as applicable.
6. Performs miscellaneous job-related duties as assigned.



LINE MANAGEMENT RESPONSIBILITY:

No staff report to this post.



MINIMUM JOB REQUIREMENTS:

Bachelor's degree with more than 5 years experience directly related to the
duties and responsibilities specified

Hold Certified Internal Auditor would be an advantage



KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

* Spreadsheet software skills to quantify and illustrate routine
financial reports, comparisons, impacts, and/or projections.
* Ability to effectively communicate accounting information, policies,
and/or procedures in a manner easily understood.
* Ability to supervise and train staff.
* Ability to analyze processes and make recommendations for
improvements.
* Knowledge of CARE, INGO, donor and/or public auditing policies,
standards, and procedures.
* Ability to analyze and solve problems.
* Ability to communicate effectively, both orally and in writing.
* Ability to persuade and influence others.
* Knowledge of current changes and/or developments in applicable GoI,
local laws, CARE and donor policies and procedures.
* Ability to work effectively in a multi-cultural environment



DISTINGUISHING CHARACTERISTICS:

Position requires:

a) Performing operational, compliance, financial and investigative
audits of intermediate complexity;

b) Evaluating audit findings and preparing/presenting the results and
recommendations to management;

c) Performing both initial and follow-up audits; and

d) Providing management advisory on operational issues.



WORKING CONDITIONS AND PHYSICAL EFFORT:

* Work is normally performed in a typical interior/office work
environment.
* No or very limited physical effort required.
* No or very limited exposure to physical risk.
* Travel to project or field offices is required in order to carry out
job requirements. This would require travel outside Jakarta or Banda Aceh up
to approximately up to 50% the time.
