ConocoPhillips Indonesia. These are Project Based positions.

ETTS MATERIAL COORDINATOR
Main Responsibilities :
* Responsible to the Project Control Manager for identifying all
Procurement and Materials Management issues relating to the ETSS
Contract.
* Responsible for securing COPI approval of the various steps in
the Procurement process as stated in the ETSS Contract.
Key Activities :
* Implement the Project's Procurement strategy to achieve the
objectives set by the Project.
* Review ETSS Contractor's procurement and materials management
systems and procurement procedures for suitability and compliance with
the ETSS Contract.
* Review ETSS Contractor's procurement master plan to ensure it
fulfills project requirements, is consistent with the contract master
schedule and complies with ETSS Contract.
* Provide recommendation to Project Control Manager concerning
approval of ETSS Contractor's procurement procedures and procurement
master plan.
* Close interfacing with ETSS Contractor's procurement group.
* Monitor ETSS Contractor's procurement activities for compliance
with the approved procurement procedures.
* Monitor ETSS Contractor's compliance with government regulations
on importation, ADP vendors and master lists.
* Monitor ETSS Contractor to ensure that Indonesian suppliers are
given a full and fair opportunity to submit quotations.
* Respond to any queries from ETSS Contractor, relating to
procurement and materials management.
* Review bids received by ETSS Contractor (complete pricing,
contractual and commercial exceptions, compliance with AML, correct
reporting of local content etc).
* Attend short listing meetings and attend clarification and
negotiation meetings between ETSS Contractor and bidders.
* Review ETSS Contractor's prepared commercial bid tabulations and
provide recommendation to management for approval.
* Verify vendors are providing documentation as required by the PO
(manufacturing plan, listing of sub vendors, progress reports etc).
* Review and comment on any change orders raised by vendors.
* Verify ETSS Contractor is maintaining updated procurement master
plans and expediting schedules.
* Monitor ETSS Contractor's expediting efforts for adequacy.
* Monitor the submission and approval of vendor final
documentation.
* Assist in the verification of ETSS Contractor's procurement
progress and procurement invoices.
* Assist in the preparation of vendor site service agreements.
* Assist in forwarding spares and other information to Operations.
* Assist in the close-out of POs and monitor the issue of vendor
close-out reports.
* Maintain project procurement files.
* Interface with the WHP EPC Materials Management Coordinator
(especially regarding commonality) and site material controllers.
* Interface with engineering, QA/QC and other project control
functions such as contracts, planning, cost and document control.
* Work closely with Contracts Specialist and Procurement
Specialist.
Experience & Qualification :
* The candidate has extensive experience in Procurement
management. Has proven track record in this area with minimum of 10
total years relevant experience of which at least 5 years should have
been in project implementation in the oil & gas industry or
appropriate industry.
* Fully familiar with the requirements of Keppres 18/2000, SK-077,
BP077 Rev III and BP0997 and the 2004 revisions 007/PTK/VI/2004
* Understanding of AFEs, budgets, schedules, cost accounting and
contracts administration.
* Degree qualified; engineering- or business-related.
* Fluent in English, both written and spoken.
* Strong capability to communicate effectively, orally and in
writing, at all organizational levels, internally and externally,
including with governmental and regulatory bodies. Proven negotiation
skills.
